Completed in 1931, this Art Deco police headquarters was designed by Umezawa Sutejiro (梅澤捨次郎) of the Tainan Prefecture engineering division. Its exterior uses the same thirteen-groove unglazed face brick (十三溝面磚) as Hayashi Department Store and the Tainan Weather Observatory, originally a natural clay color but painted red in the 1970s to match police branding and later restored. The site previously held the Qing dynasty era Longwang Temple (龍王廟). It continued as the city police bureau until 2010, after which it was converted into Tainan Art Museum Building 1 (臺南市美術館一館), opening in 2018.
