The six-storey central tower (御大典紀念塔) was completed in 1930 in commemoration of Emperor Hirohito’s ascension. It was the tallest building in Tainan when it was completed and it soon doubled as a watchtower employed by the fire brigade. In 1937 a government office building was constructed around the tower and the building soon served as a fire hall and police bureau. It continued as a police station and housed a variety of other government agencies in the post-war period. Restoration work began in 2015 and the old office building opened to the public as the Tainan City Fire Museum (臺南市消防史料館) in 2019.
