Completed in 1936, this Japanese colonial era building has undergone numerous changes in function over the years. Restoration work began in 2018 and completed in 2021. The former council chamber is now Tainan City West Central District Library (臺南市中西區圖書館) and a 228 Memorial Hall (二二八紀念館).
