Agronomist Iso Eikichi (磯永吉) established an experimental rice farm at Zhuzihu (竹子湖) in 1923, the mountain basin selected for a climate resembling that of Kyushu, and Governor-General Izawa Takio (伊澤多喜男) named the resulting variety Ponlai rice (蓬萊米) in 1926. Taipei Prefecture built this office and its adjoining seed warehouse (種籾倉庫) at the entrance to the village in 1928 to disinfect, dry, and distribute seed rice and a meteorological observation post followed in 1930.
Located just behind the office, Zhuzi Villa (竹子山莊) began in 1929 as a guesthouse built with funds and materials left over from Sōzan Shūrakuen. It was supplied with hot spring water, and was later enlarged into a bathhouse lodging hikers and officials surveying the proposed Datun National Park (大屯國立公園).
The complex passed to the Ministry of National Defense after the war and served as a military police training center until its transfer to Yangmingshan National Park in 2011, the office reopening in 2015 as the Ponlai Rice Foundation Seed Field Story House (竹子湖蓬萊米原種田故事館). The three buildings, designated historic in 2009 and jointly relisted in 2022, began restoration work in September 2026.
