An irrigation canal built in 1918 diverting water from Qingshui Creek (清水溪) in Xilin Village (西林村). Constructed to serve the agricultural needs of a Japanese immigrant village (官營移民村) at Beilin (北林) and nearby Hakka settlements at Nanping (南平), the canal runs through Jianqing Village (見晴村) and down to Fenglin. An inscription over the canal outlet bears the name of water conservancy commissioner Takada Genjirō (高田源次郎). Access the outlet by walking along the canal from the road to the east.
