Constructed in 1929 to meet the growing demand for safe drinking water in Beigang, Yunlin. The plant originally consisted of intake valves from the nearby river, sedimentation and filtration tanks, a pump station (唧筒室), and the 20 meter-tall, ten-sided water distribution tower (十角水塔) still standing today. Due to pollution of the river a more modern water treatment facility was completed in 1988 and this old plant was eventually shut down by 1997. After a period of idleness the site was recognized as a heritage site in 2006 and more recently restored and opened to the public as Beigang Waterworks Cultural Park (北港水道頭文化園區).
