Built alongside Penghu Prefecture Hall (澎湖廳舍) and completed in 1935, this single-storey brick house was home to seven Japanese prefecture chiefs. Its Japanese-Western (和洋折衷) plan pairs Western-style reception and dining rooms with tatami living rooms, including a zashiki (座敷), the formal room for receiving guests, with a tokonoma (床之間), a recessed alcove for displaying a hanging scroll or flowers. Penghu County magistrates lived here until 1992; it was registered as a historic building in 2002 and later restored as Penghu Reclamation Hall (澎湖開拓館).
