Founded in 1924 as the Tainan Commoners’ Credit Cooperative (有限責任台南庶民信用組合), a social welfare enterprise of Tainan Prefecture providing savings and loan services to the working class. The current four-story headquarters on Zhongzheng Road was built in 1934 in the former Suehirochō (末廣町) ward of Tainan. The wooden structure at the rear, combining lodging and reception hall functions in a mixed Japanese-Western style, was designated a Tainan City historical building in 2019. It is the only surviving credit cooperative from the Japanese era in Tainan; the other seven were absorbed into commercial banks. Much like the nearby Hayashi Department Store, this building also had a rooftop Shinto shrine (台南庶民信用組合樓頂神社).
