Toucheng (頭城) is the northernmost township in Yilan and historically the first area of the Lanyang Plain (蘭陽平原) to be settled by Han Chinese. Toucheng Old Street preserves the heritage of what was once a key port and commercial center before the area’s gradual decline during the Japanese colonial era. The township also encompasses Zhongxiao New Village, one of the Dachen Island settlements established for evacuees in 1955.
