Completed in 1991 as part of a set of facilities on a beach in Toucheng. An embankment constructed at the nearby Wushi Port (烏石港) in 2001 altered local currents and greatly increased beach erosion until there was almost nothing left along this shore, causing visitor numbers to plummet. The site was effectively abandoned in 2015 but later became popular as an Instagram check-in spot.
