Headquarters of the Imperial Japanese Army’s Keelung Fortress (基隆要塞), the highest military command in northern Taiwan, established as a command post in 1896 and formally constituted in 1903. It had authority over the coast from Tamsui and Jinshan down to Hsinchu and Houlong. The present T-shaped reinforced concrete building was completed in 1929 and designed by Taiwan Governor-General’s Office architect Asai Shin’ichi (淺井新一), who was also responsible for the nearby officers’ dormitory. The ROC military took over the compound after the war, and during the 228 Incident commander Shi Hongxi (史宏熹) was appointed martial law commander for Keelung, directing the shootings and house-to-house sweeps that followed. The fortress command was dissolved in 1957 and the grounds served as Guangfu Camp (光復營區) until their transfer to the city in 2017. Restoration was completed in 2022, and the main hall now houses exhibitions alongside Commander’s Grand Courtyard (司令大院子), a restaurant at the back of the compound.
