Completed in 1936, this was originally a memorial hall for Matsumoto Torata (松本虎太), who contributed to the development of the Port of Keelung. At that time it was considered one of the Eight Views of Taiwan (台灣八景). After the war it was requisitioned by the ROC army as the Asahi Hill Command Post (旭丘指揮所). Chen Yi (陳儀), who oversaw the 228 Incident, was detained here after attempting to defect to the communists in 1950. After it was registered as a historic building in 2015 and, after a long period of abandonment, it underwent restoration and opened to the public in late 2024.
