Built in the 1920s as a public employment office for Taipei Prefecture, this two-storey brick building later housed Onari-cho Public Pawnshop (御成町三所公設質舖), a state-run loan and welfare center. In the post-war era it was converted into a public health office. Designed in an eclectic style with a simple modern exterior accented by wooden windows and horizontal bands, the interior features original wood beams, columns, and staircases. Designated a municipal monument in 1998, the building was converted into Taiwan’s first disability welfare center before reopening in 2017 as Zhongshan Zangyisuo (中山藏藝所), a public welfare platform operated by the Children Are Us Foundation.
