A four-story early modernist office block built between 1937 and 1940 to serve as the Taipei City Hall (台北市役所) under the Japanese colonial administration. It was designed by Shinohara Ryō (篠原良) and clad in the brown camouflage “national defense color” tiles common to wartime official buildings. After 1945 it housed the Taiwan Provincial Administrative Executive Office and then the Taiwan Provincial Government before being handed over to the Executive Yuan in 1959, a function it has retained ever since.
