On the outskirts of Luodong, this paper mill traces its history back to the Japanese colonial era. Tainan Sugar Manufacturing opened a plant at nearby Erjie (二結) in 1918 to turn bagasse, the fibrous residue of sugarcane, into paper, and Taiwan Industries (台灣興業株式會社) built these larger works at Sijie (四結) between 1935 and 1937. At its peak it was among the largest paper mills in Taiwan, producing newsprint well into the post-war decades, when it was operated as the state-owned Chung Hsing Paper Company. It was privatized in 2001 and soon fell idle, but the county government took over the abandoned complex in 2013 and reopened part of it as Chung Hsing Cultural and Creative Park (中興文化創意園區) in 2017; the surviving factory buildings hold heritage status as a group.
