Established in 1927 by Yensuikō Seito (鹽水港製糖株式會社) and formerly known as Hengchun Sugar Refinery (恆春製糖所). It was heavily damaged in World War 2 and only resumed operations in 1949. With sugar production controlled by the state-owned enterprise Taiwan Sugar Corporation, it was closed permanently in 1958, with its equipment transferred to Nanzhou Sugar Factory. The site was later used by a rope factory before being demolished to make way for the Hengchun Holiday Night Market.
