The former administrative office of Shichiseigun (七星郡), one of the districts created under the 1920 reorganization of Taiwan’s administrative divisions. Completed in August 1927, it notably hosted the first Taiwan Fine Art Exhibition (臺灣美術展覽會) on its upper floor that same October. The eastern wing was demolished around 1990 and replaced by a modern government building, but the main structure survives with a post-war second-storey addition. It currently serves as an annex of the Legislative Yuan (立法院青島第二會館) and was registered as a historic building in 2021.
