A bare six-storey concrete shell on the site of the old Lehua Market (樂華市場), standing amid the stalls of Lehua Night Market in Yonghe, New Taipei. A redevelopment scheme for the market’s nearly 90 landowners unravelled after the developer allegedly forged some of their seals on its consent documents, a scandal that ended with a county councillor involved in the project sentenced to seven years in prison. The court then auctioned the shell floor by floor rather than as a whole, and the resulting tangle of owners has kept it unfinished for more than two decades.
