An arts district occupying 25 old harbour warehouses along the waterfront of Yancheng and neighbouring Gushan. It is named after the second warehouse along the wharf, an ordinary dockside storehouse built in 1973 and long derelict by the time city officials came across it in 2000 while scouting a site for the National Day fireworks. Local artists had the building renovated and open by 2002, and the municipal cultural bureau took over in 2006, later expanding into the Penglai (蓬萊) and Dayi (大義) warehouse blocks nearby.
