Established in 1928, this government-run pawnshop and welfare center was intended to alleviate poverty and reduce the social harm of loan sharks in the area. Its post-war history is unknown but the same organization survives today as the Kaohsiung City Finance Bureau Movable Property Loan Office (高雄市政府財政局動產質借所). The original location was confirmed from historic maps.
