Built around 1919 as the No. 3 Tunnel (第四隧道) on the Menpaitan Line (門牌潭線), a railway used to provide supplies for the construction of power plants in this valley. It was converted for use by road traffic after the Sun Moon Lake Hydroelectric Project went online in 1934. Both entrances are accessible along a country road. Daguan Bridge (大觀橋) is immediately north of the tunnel and is the gated entrance to what is now Daguan Power Plant (大觀發電廠). Additional bridge remnants can be seen on the riverbed.
