An extensive underground complex beneath the western flank of Hushan in Zhongxing New Village, Nantou City. Construction began in 1957 after the central government directed that the relocated Taiwan Provincial Government be sited against the hills for protection from air attack. Some 1,500 meters of tunnels link a series of shelters with capacity for over 3,000 staff, and the complex doubled as the provincial civil defense control center, housing a wartime command post, a medical clinic, food stores, generators, and radio communications. Air raid drills continued here until 1991, and the maintenance staff were disbanded after the Provincial Government was downsized in 1999.

Although the area is heavily overgrown and not well-maintained it is almost effortless to find next to the main road running along the mountainside.

The complex was heavily damaged in the 921 Earthquake, which twisted sections of the tunnels, and was subsequently sealed off, though much of the interior survives; it was incorporated into the Zhongxing New Village cultural landscape designation in 2012 but remains off-limits to the public. The site is extremely perilous and should not be accessed.
