Another of the quasi-International Style office blocks designed by Yu Yuezhen (虞曰鎮) of Youchao Architects (有巢建築師事務所) in Zhongxing New Village, alongside the nearby Department of Construction and Department of Agriculture and Forestry. The agency began in 1961 as the Mountain Agriculture and Husbandry Bureau (山地農牧局) under the provincial Department of Agriculture and Forestry, was renamed the Soil and Water Conservation Bureau in 1989, and passed to the central Council of Agriculture when the Provincial Government was downsized in 1999. Registered as a historic building in 2011, it now houses the Ministry of Agriculture’s Rural Development and Soil and Water Conservation Agency (農業部農村發展及水土保持署).
