Designed by architect Yang Zhuocheng (楊卓成), this is a two-storey Western-classical assembly hall completed in 1959 as the principal civic venue of Zhongxing New Village (中興新村), the planned city built to house the relocated Taiwan Provincial Government. In addition to provincial government meetings, it served as the assembly hall for National Chung Hsing Senior High School and as an evening cinema for village residents; after the Provincial Government was scaled back in 1999 the building sat idle until its 2009 reopening as an NGO conference center and multi-function events space. It was registered as a historic building in 2011 alongside the wider Zhongxing New Village cultural landscape, and underwent structural and seismic restoration from late 2024 through 2025.
