A 1926 Western-style villa built by Lai Chongbi (賴崇壁), a local leader who served as Jinshan village head and Taiwan Provincial Assembly member. Located on a hillside overlooking Shuiwei fishing harbor (水尾漁港), it features exposed cement and white terrazzo with Tuscan columns. After serving as a military command post in the post-war era, the building now sits abandoned with its roof and floors collapsed.
