Designed by Sutejiro Umezawa and constructed as an office building for the Japanese colonial monopoly bureau in 1934, with operations beginning in 1936. In the post-war era it continued to serve the same function, although the scope of the monopoly bureau has decreased to only tobacco and alcohol. The building is still in use as a government office as of 2024.
