Completed in 1996 in the Tsou village of Tapangu in Alishan, this is the highest memorial in Taiwan to the 228 Incident and victims of the White Terror. It commemorates the persecution of Tsou leaders by the ROC government after they provided material support during the uprising. Among them was the township mayor ’Uongʉ’e Yata’uyungana (高一生), an educator and musician who had advocated Indigenous self-government. He was executed with five others on April 17th, 1954.
