The first power plant in the Hualien area. It was a small hydroelectric plant near the Shapodang waterworks, planned by the Karenkō Electric Light Company (花蓮港電燈株式會社) and completed in August 1920 with a single 200 kW Francis turbine. Damaged by typhoons in the final years of the war, it was repaired by Taipower post-war before eventually being decommissioned. No trace remains at the site.
