A small hydroelectric plant built in 1919 by the Hsinchu Electric Light Company (新竹電燈株式會社) and fed by the Zhudong Canal, which carries its tailwater onward for irrigation and industrial supply. Taken over by the Taiwan Power Company after World War 2 and later abandoned following flood damage, it was rebuilt in the early 1990s as an unstaffed plant operated remotely from Xindian. Now formally the Guishan Power Plant Ruanqiao Unit (桂山發電廠軟橋機組), it is described by Taipower as the smallest hydroelectric plant in Taiwan, with a capacity of roughly 200 kW.
