The third large planned community built by the Taiwan Provincial Government after Guangfu New Village and Zhongxing New Village. Originally situated around the old military base next to Taichung Railway Station, it was relocated to the former Sancuo Farm (三厝農場) in Nantun and completed in 1975. Approximately 1,316 households were constructed along with an adjoining office district. With the streamlining of the provincial government in 1998, the agencies based here were absorbed into central ministries, among them the Water Resources Agency under the Ministry of Economic Affairs. Nowadays it is a quiet residential area with an abundance of small shops, restaurants, and cafés.
