Built around 1916 by Ōtaki Tōkichi (大瀧藤吉), a settler from Niigata (新潟), this wooden house originally had a thatched roof, later replaced with black tiles. Ōtaki was repatriated to Japan after World War 2, and the house passed to Qiu Yunhai (邱雲海), who served as Luye township mayor and a Taitung county councillor. It is the most intact surviving Japanese building in the former Shikano Immigrant Village.
