Established in November 1931 as the second-generation Shikano Shrine in the Shikano Immigrant Village in Luye, Taitung, a community settled largely by Japanese migrants from Niigata. It was the center of village life and drew official worship from local institutions, teachers, and students during festivals, while also serving as the setting for village weddings and send-offs for those departing for the war. Its main hall was demolished in the post-war period and the site left in ruins for decades, until a 2014 reconstruction rebuilt the shrine with imported Japanese cypress (檜) under a Japanese craftsman, primarily as a tourist attraction.
