Established in 1817 by Tamsui subprefect Zhang Xuepu (張學溥) and completed in 1824, this was the foremost Qing dynasty era civil education institution in Hsinchu. Converted into Japanese military barracks after 1895, it later housed Hsinchu Public School and a series of other institutions, with most subsidiary halls demolished in 1909. A 1955 demolition proposal was blocked by Kong Decheng (孔德成) and eight legislators, after which the salvaged Dacheng Hall (大成殿) and associated gate were relocated to Hsinchu Park (新竹公園) in 1958. The rebuilt complex was designated a city historic building in 2010 and is now open to the public.
