Built in 1939 and 1940 as the Beishewei (北社尾) leaf redrying plant of the Chiayi Monopoly Bureau, to a design by Ushiki Takeo (宇敷赳夫). It stripped and redried tobacco purchased from growers between Douliu and Baihe before shipment to Songshan Tobacco Factory in Taipei for cigarette production. Renamed Chiayi Tobacco Factory in 1953, it operated until the monopoly was corporatized in 2002. The complex was registered as a historic building in 2019 and awaits reuse.
