A memorial park for a canal diverting upstream waters to the Xinshe Plateau completed around 1932. After decades of continuous use it was heavily damaged in the 921 Earthquake and was subsequently rebuilt, with several relics of the original canal system preserved as historic buildings, including a huge inverted siphon pipeline (白冷圳抽藤坑倒虹吸管) that comes down through the park.
