Completed in 1936 as the main assembly venue for Xinhua District, hosting events such as public school graduation ceremonies. It was the second generation of public halls in Xinhua; the first, completed in the 1920s, was found insufficient for the needs of the growing community. After the war it continued as a community gathering space until the 1960s, when the KMT appropriated it as a local service station (民眾服務站). After the city government reclaimed it, an extensive restoration was completed in June 2018. It now serves as a study room and library with public access from the building next door.
