Construction of a major fortress at this location began in 1904, not long after Japan conquered Taiwan. In the post-war era it was occupied by the ROC army but not used for much. Eventually it was mostly left to the elements, and in 2001 it was declared a heritage property and renovated for public visitation. There are several access points but the easiest approach is from the entrance to Tianwaitian Cemetery.
