A red brick Western-style mansion built around 1919 for Chen Zhenfa (陳貞法), a village chief (保正) and rice merchant. The inscription on the central gable reads Yingchuan Chen (穎川陳), an allusion to the historic Yingchuan Commandery in China, alongside taishō 8 (大正八年), confirming the construction date. Artisans and building materials were brought from Fujian, and the project took three years to complete. The façade features Tatsuno-style red-and-white banding on the corner pavilions with ornate neo-Baroque shell and floral motifs. It has no heritage designation and is partially inhabited, with the right wing in a state of advanced deterioration.
