Company housing for Tianlun Power Plant, arranged along a lane climbing above the Dongmao River (東卯溪) in Heping District, Taichung. The settlement predates the plant and is still widely known as Baileng (白冷), a name shared with the Baileng Canal and attributed either to a Tayal Indigenous community recorded here in the Japanese colonial era or to the cold of the valley. It was redesignated Tianlun after the plant entered service in 1952. Enough Taipower staff moved in for the village to gain its own elementary school in 1953, which remains open with enrollment down from a peak above 300 to roughly 50, while the lane of brick dormitories around it appears only partially occupied.
