Originally named Tianleng Power Plant (天冷發電所), construction began in 1941 during the Japanese colonial era but was halted in 1944 due to wartime material shortages. The project was resumed with USAID and the first unit came online in 1952, making it Taiwan’s first major post-war power project. Now officially the Tianlun Branch of the Dajia River Power Plant (大甲溪發電廠天輪分廠), it serves as the administrative and remote control center for the hydroelectric system in the area. It is not open to the public.
