Construction began on this hydroelectric power plant in 1919 and finished in 1921 after some delays due to extreme weather in Guoxing, Nantou. It was built primarily to supply power for the much larger Sun Moon Lake Hydroelectric Project while it was under construction until 1934. Now operating as Mingtan Power Plant Beishan Branch (明潭發電廠北山機組).
