A stone monument beside Taliwupi (他里霧埤), an irrigation pond on the eastern outskirts of Dounan, erected in 1923 by Douliu District Governor Yamaguchi Tokuji (山口德治) and others to mark the completion of a major embankment project. The pond itself dates to approximately 1711, when Plains Indigenous people and Han settlers cooperated to build a rain-fed reservoir known as Fanzipi (番仔陂). The site is now Taliwupi Park (他里霧埤公園) and features a pedestrian suspension bridge.
