A public assembly hall built in Chulu during the Japanese colonial era. A handover ceremony was held here at the conclusion of the war and the name was changed to Zhongshan Hall. After Chulu was connected to the power grid it also became a venue for screening films for townspeople with a capacity of 250 seats. A fire destroyed most of the building in the 1980s and it was torn down and in 1992 replaced by Beinan Library (卑南圖書館), which still stands on the original site despite closing down many years ago. It was also more generally known as Chulu Hall (初鹿會館) to local residents.
