Completed in 1929, this neo-Baroque building was both the home and place of business of Dr. Fang Quansong (方泉松), who later rose to prominence as mayor of Zhunan, Miaoli. The bell tower was severely damaged in the 1935 Hsinchu-Taichung Earthquake and later demolished. After many decades of neglect the structure is in an extremely dilapidated condition, but it was designated a heritage property in 2022, and may yet be restored. As of 2024 no work has been undertaken and it is difficult to catch even a glimpse of the supposedly magnificent façade.
