A small monument with a bust of Matsuki Kanichiro (松木幹一郎), president of Taiwan Power Co. Ltd. (灣電力株式會社) from 1929 to 1939. Under his management the Sun Moon Lake Hydroelectric Project was finally completed, and to honor this fact a monument was established on this site in 1940. Due to the war effort, the original bust was removed and melted down in 1943, leaving only the base to stand alone for many decades. Lim Bingyan, a retired Taipower employee and historian, spearheaded an effort to remake the bust in 2009, and it was installed in 2010. Also notable is that the bust faces Lalu Island, formerly the site of a Shinto shrine in the center of the lake.
