Wugu Temple originated as the official Altar of the First Farmer (先農壇), established between 1810 and 1812, along with the old walled city. Government officials conducted seasonal ploughing and harvest rites here. Dedicated to Shennong (神農大帝), the god of agriculture, it is among the few Qing dynasty era temple buildings still standing in Yilan; the present single-hall structure dates largely to an 1858 reconstruction that reoriented the temple to face west after a typhoon destroyed the original. The flanking wings and enclosing walls were demolished around 2010, but the temple itself was listed as a historic building in 2016 and subsequently restored.
