Designed by Shirakura Yoshio (白倉好夫) of the Governor-General’s Construction Section and Hatakeyama Kisaburō (畠山喜三郎) of the Taichung Prefecture Civil Engineering Section, this reinforced concrete block in central Taichung was completed in September 1938 and became the new headquarters of Changhua Bank (彰化銀行). The bank was originally founded in Changhua in 1905 but relocated to Taichung in 1910. After the war the bank was reorganized in 1947 as a public-private provincial institution under Lin Xiantang, and the building was designated a municipal monument in June 2015.
