A small Qing dynasty era stockade built around 1817 by a small group of Han settlers as a defensive foothold against Tayal raids on the southern Lanyang Plains. The roughly circular settlement was ringed by thorny bamboo with four cardinal gates. The name itself refers to the militia guards who stood watch around the clock. By the Japanese colonial era the city had lost its defensive purpose and gradually fell into disrepair, while post-war urban planning removed whatever remained of the original moat and walls. Nothing survives but a few wall fragments and various toponyms including the names of several streets around the former site.
