Residences for workers at the nearby Shen’ao Power Plant, which was decommission and demolished in the 2000s. As of the late 2010s a few of these residences are still occupied, others are abandoned. The complex actually dates back to Japanese colonial times and once featured a wide variety of amenities for workers including tennis courts, a golf course, a clubhouse, and an assembly hall (中山堂) later used for screening films. It was originally known as Beihuo Dormitory (北火宿舍).
