Housing for the workers of the North Thermal Power Plant, laid out on a hillside south of the plant in 1937. The complex included an assembly hall and a cooperative store, all linked by lanes shaded under banyan trees. Everything was cleared around 2004 to make way for the National Museum of Marine Science and Technology. It is now parkland integrated into the museum as Rongxuan Garden (容軒園區).
